Зарубіжний досвід державного програмування соціально-економічного розвитку та можливості його адаптації до вітчизняних умов

Abstract

Розглянуто історичний вимір становлення інституту державних цільових програм та досвід світових систем господарювання, зокрема американської моделі, моделей Західної та Східної Європи, японської та моделей інших розвинених країн, використання економічного програмування для вирішення проблем соціально-економічного розвитку. Доведено, що для виконання функцій державного регулювання та вирішення нагальних завдань у всіх сферах життєдіяльності суспільства необхідні окреслення нових напрямів перспективного розвитку та передбачення наслідків багатьох господарських явищ. Historical dimension of institution formation of state targeted programmes and experience of world economic systems, American model, Western and Eastern Europe models, Japanese model and models of developed countries in particular, usage of economic programming for solving social and economic problems are studied in this article. It is emphasized that in order to use state regulation functions and accomplish present tasks in all spheres of living environment of society, it is necessary to define new directions of perspective development and foresee consequences of all economic phenomena. Directions of state programming of social and economic development in Ukraine on macroeconomic and regional levels were introduced. One of them is the study of foreign experience of state programming of economic and social development and its adaptation to native conditions. Since planned and predictive documents in these countries are targeted at involving price and tax policy, grant mechanisms, solving customs problems, using resource potential etc., they are generally effective in case of economic stimulation and suppression of some processes in the majority of cases. Development directions of state programmes of economic and social development in foreign countries cover all the important indices of national economy. In Western Europe these programmes are focused on development of industrial and social infrastructure, research and design spheres, support of traditional industry branches and branches involving prolonged investment cycle and low profitability. It is claimed on the basis of performed research that past experience and present processes practice show that holding of economic balance and gradual movement in the direction of market development model, not only in Western Europe and North America, but also in the developing countries, moving in the direction of administrative command system, are possible only through planning and prediction. It concerns not only macro level processes, but also regional economy.
