Охорона правопорядку як одне із завдань діяльності поліції

Abstract

Порушено питання охорони правопорядку як одного із завдань діяль- ності поліції. Розкрито функціональну компетенцію поліції у сфері охорони правопорядку, в якій поліція здійснює правоохоронну діяльність у встановле- них законодавством організаційно-правових формах. Розглянуто взаємодію поліції і громадян у сфері забезпечення безпеки і підтримання правопорядку. Ensuring proper law and order in the country, which would meet the requirements under present-day conditions, is one of the important functions of thestate. All state bodies, officials and citizens carry out this function. Law enforcement authorities play an important role in ensuring implementation of this function, and, in accordance with their legal provision, maintenance of law and order in the country is the main task. The aim of maintaining and establishing law and order is to protect life, health, rights and freedoms, dignity of citizens, to ensure public peace, to create maximum conditions for the proper and regular functioning of the state and public organizations. Maintenance of law and order is stipulated by the protective function of the legal system and the protective function of the state. Such understanding of law enforcement function and activity is based on the statement that the state should be regarded as a component of the legal system of the country. Maintenance of law and order is conducting different measures to ensure the condition of public and personal peace of citizens, respect their honour, human dignity and social morality by state authorities, in cooperation with local selfgovernment, communities and the public. The article deals with the issues of enforcement of rule of law as one of the tasks of the police activity. The functional competence of the police in the field of law enforcement, in which the police carry out law enforcement activity within the organizational and legal forms prescribed by law, is revealed. The cooperation between police officers and citizens in the sphere of the maintenance of law and order, which gives the opportunity to form groups of people interested in helping law enforcement authorities to combat against crimes, the protection of public order and security, is considered.
