Критерії оцінки продовольчої безпеки

Abstract

Обґрунтовано особливу роль і значення продовольчої сфери як одного з важливих секторів економіки будь-якої країни у забезпеченні продуктами харчування населення. Економічну категорію «продовольча безпека» розглянуто з позицій таких багаторівневих ієрархічних рівнів: міжнародного (глобального) рівня; міждержавного союзу держав-членів Європейських спільнот (субрегіонального) та державного (національного). Окреслено складові щодо визначення рівня і критеріїв продовольчої безпеки на локальному та персональному рівнях, які виражаються за допомогою відповідних показників-індикаторів та є числовою характеристикою стану або динаміки змін у країні. Визначено групи зовнішніх і внутрішніх загроз продовольчій безпеці в Україні. The article deals with the special role and importance of food sphere as an important sector of the economy of any country’s food security of the population. The aim of the study is to outline the main criteria ofassessment and ways to develop food security and their specific threats to the internal and external policies of the economic system. The economic category of «food security» is considered from the standpoint of these multilevel hierarchical levels: international (global) level, interstate Union Member States of the European Communities (sub) and public (national), which in turn has a lower order level, such as local (region, area) and Household (personal). At the local and personal levels the criteria of food security are defined, as expressed by means of indicators, and indicator is a numerical characteristic of the dynamic changes or food security. According to the legislative and regulatory framework the categories such as «foodstuff», «raw food», «food products», «low-quality food products», «food safety» are specified. The basic components to determine the level of food security, food security indicators, criteria of food security are determined. The author defined the group of internal and external threats to food security in Ukraine. Overcoming external threats is associated with economic growth of the country, solution of internal political and economic problems. The main condition that determines the possibility of food security, is to increase the stability of production in the economy, growth of domestic product (in particular, increasing its share of wages as the growth conditions of effective demand for food), alignment of income of social groups (residents and rural areas). The importance of analysis and design of methodology for assessing food complex of the country and its regions is due to the need to create favorable conditions for the development of domestic food production.
