Діагностика загроз економічній безпеці України

Abstract

Досліджено зміну підходів до визначення сутності поняття економічної безпеки. Запропоновано класифікувати загрози економічній безпеці на такі, що впливають на погіршення стану функціонування національної економіки, та такі, що підвищують ступінь криміналізації економіки. Здійснено діагностику загроз, які знижують рівень економічної безпеки національної економіки. Сформульовано найважливіші цілі правоохоронної діяльності в сфері забезпечення економічної безпеки національної економіки. The debates on the interpretations of economic security have become one the most important factors stimulating theory of international relations and of related areas in the beginning of the 20–21 st century. The article considers the essence of the conceptions of economic security. The author conducted typology threats to economic security: threats that worsen the state of the national economy and threats increasing the degree of criminalization of the economy. The aim of this paper, constituting an element of broader research, is to present an introductory study of specificity of crimes that increase the degree of economy criminalization and the role of the police in the mechanisms of the state adjusting is considered. Bribery and corruption, money laundering or legalization of incomes, corporate fraud, cartel collusion, tax evasion, crimes in employment, smuggling, infringements are crimes which increase the degree of criminalization of the economy. The article summarizes the purposes of law enforcement authorities in the mechanism of providing economic security and directions of the state policy to minimize the negative impacts of crimes that increase the degree of economy criminalization and reduce the level of security to economic safety in the national economy.
