Індикатори зовнішньоекономічної безпеки

Abstract

Виконано аналіз сучасних підходів до оцінювання рівня зовнішньоекономічної безпеки країни, які спрямовані переважно на розширення складу основних показників-індикаторів безпеки та удосконалення інтегральних індикаторів за кожною сферою безпеки та загалом у економіці. Обґрунтовано новий методологічний підхід до формування основних індикаторів економічної безпеки, що полягає у застосуванні простих економетричних моделей, у яких загальною функцією є темп зростання реального ВВП, а аргументами – основні індикатори відповідної сфери економічної безпеки, зокрема зовнішньоекономічної. Розроблено пропозиції щодо зміцнення системи забезпечення зовнішньоекономічної безпеки України в перспективі. The article provides an analysis of the recent approaches to assessment of the level of foreign economic security of the country. The reasoning study of key indicators and their threshold values from a perspective of fundamental safety indicators has showed that on the one hand, scientists direct their efforts mainly towards the increase of number of fundamental indicators or criteria of safety, and on the other hand, towards the improvement of integral indicators with respect to every single security area and the economy in general. Based on the research of security indicators it can be argued that the foreign economic security is a way of ensuring such a development of economic processes in the country that sets out suitable (acceptable) conditions and resources for economic stability and social development, securing an integrity and unity of all subsystems (including the monetary, budget, credit, tax and financial system) as well as the successful confrontation with external and internal threats to a state. The analysis has grounded that in order to forecast the general level of economic security the calculations and the integral indicators with respect to every single security area, and the economy in general, may be applied side by side with basic econometric models, an overall function and arguments of which are, respectively, a real GDP growth rate and fundamental indicators of a respective (foreign) economic security area. As far as an integral indicator is concerned, it suppresses to an extent the real factors of its variation and requires further analysis of its components practically deteriorating the value of integration of criteria. The article reports on results of the basic econometric model development for assessing a security level of a foreign economic security area under the changes of a real GDP growth rate, depending on the change of annual growth rate of exports of goods and services in U.S. dollars (%), as well as on the annual growth of a foreign direct investment share (balance) in GDP (percentage points). A range of proposals is formulated concerning the strengthening of Ukrainian foreign economic security supporting system in the nearest future.
