Удосконалення механізму інституціалізації соціальної роботи як інструменту безпекової політики

Abstract

Досліджено актуальні проблеми інституціалізації соціальної роботи в Україні як інструменту цілісного впливу на людину та суспільство. Визначено суспільну значущість соціальної роботи, її роль у пом’якшенні проблем, які входять до соціальних ризиків, у контексті сучасної концепції національної безпеки України, а також залучення громадських структур до вирішення проблем осіб, що опинилися в складних життєвих обставинах, і покращення якості їхнього життя та добробуту. На основі теоретичних напрацювань і проведеного соціологічного дослідження визначено потребу і дієвість фахівців із соціальної роботи на прикладі регіону. The current problems of institutionalization in the social work of Ukraine have been researched as an important mechanism of influence on the social change and development, social unity, as well as involvement of the civil structures into addressing the issues of individuals and families who experience difficulties and the improvement of the quality of their life and wellbeing. The search of the efficient methods of social work, its methodological bases and staffing has been performed. The theoretical resources and the sociological research conducted have facilitated the identification of the need and the effectiveness of social work professionals through the example of Lviv Region. Implementation of an effective model of social work in the local communities has been suggested as an important part of the formation of the system that would provide quality social services to the most vulnerable categories of population, reduce social tension among the people, introduce a new level of interaction of the social work professionals with the system of social protection, the community, as well as with other systems – healthcare, education, science, law enforcement, families and individuals. As it is proved by the analysis of theoretical and practical researches that the national social policy requires optimization by means of creating new programs and initiating effective social activities contributing to the normalization of the functioning of the social services in view of the existing social problems particularly escalated by the current events taking place in the east of the country. The analysis of these challenges suggests that further development of promising researches in this area requires more detailed study of the civil society goals related to the support and implementation of the government programs in the social work, modernization and popularization of these programs.
