Правові аспекти будівництва соціального та молодіжного житла в Україні

Abstract

Проаналізовано формування сучасних тенденцій і перспектив у питаннях правового забезпечення, будівництва житла, правових проблем будівництва, розвитку та функціонування соціального та молодіжного житла в Україні на сучасному етапі розвитку нашого суспільства. Розглянуто і проаналізовано чинне законодавство, зокрема зміни до державних будівельних норм, якими нині встановлено раціональні та економічні вимоги до архітектурно-планувальних рішень й інженерного обладнання житла другої категорії, які за рівнем комфорту відповідають прийнятим сьогодні вимогам до доступного житла. A comprehensive analysis of the formation of modern trends and prospects in the sphere of legal security, construction and functioning of social and youth housing in Ukraine at the present stage of our society is made in the article. Housing is a capital asset of our people, transmitted from generation to generation. Housing construction is the driving force of the economy of any country. Therefore, in our time, it is vital to create and implement integrated regional development programs and social housing. The reform of the wage system to increase the number of citizens, who could improve their own housing conditions, should be implemented side by side with the development of social housing programs. In this regard, the legislative regulations of the procedure for providing housing to the vulnerable citizens, youth, internally displaced persons and participants of Anti-terrorist operation, as well as to bereaved families of military personnel, who were directly involved in the Anti-terrorist operation are analyzed in the article Critical comments to separate provisions of the «Regulations on concessional long-term loans to young families and single young citizens for construction (reconstruction) and housing» are made. Architectural and planning requirements for affordable and youth housing are pointed out. The analysis of requirements and criteria both to building materials and to housing in particular is made. The construction of social and affordable housing and youth housing has two components: social and economic.
