Причини та умови вчинення злочинів терористичного спрямування

Abstract

Досліджено питання щодо причин та умов злочинів терористичного спрямування. Доведено, що боротьба з тероризмом є однією з ключових проблем у розвитку будь-якого суспільства. Для успішного вирішення цієї проблеми необхідно врахувати як зовнішні, так і внутрішні причини тероризму. Визначено, що основним об’єктом заходів профілактичного впливу ОВС є прямі й безпосередні поточні фактори детермінації тероризму, що становлять окрему підсистему і є зовнішнім проявом соціальних процесів, які тривають у суспільстві. Постійні й тимчасові детермінанти тероризму здебільшого визначають його характер, форми й соціальні прояви. The article deals with investigating the issues of causes and conditions of crimes of a terrorist orientation. It is proved that the fight against terrorism is one of the key problems in the development of any society. For the successful solution of this problem it is necessary to take into account both external and internal causes of terrorism. It is defined that direct and immediate current factors of determination of terrorism, representing a separate subsystem are the main object of the preventive measures of internal affairs bodies; they are an external manifestation of social processes taking place in the society. Permanent and temporary determinants of terrorism define its character, forms and social manifestations. It is proved that terror and terrorism are not a modern phenomenon. It is a component of the social and political life, which is a constant companion of the history of human civilization. The task of the state and society is to find adequate measures to combat against this devastating phenomenon. The positive solution of all other problems depends largely on positive solution of this problem. It is established that most of the factors that create the prerequisites for the spread of terrorist manifestations in Ukraine have both internal and external origin. It is pointed out that we should focus on three interdependent groups of causes of terrorism: permanent, temporary and current which have both internal and external nature. A crisis of economic downfall and the collapse of the current socio-economic and political systems are the base of the modern determination of terrorism. The current terrorist situation has an unfavorable and unpredictable character for overcoming this type of criminal activity.
