Реформування відомчої освіти МВС України як складова політики національної безпеки у правоохоронній сфері

Abstract

Досліджено проблему реформування відомчої освіти Міністерства внутрішніх справ України (далі – МВС) і вибір оптимальної системи підготовки фахівців для підрозділів міліції (поліції). Проаналізовано положення Стратегії розвитку та Концепції реформування органів внутрішніх справ України. Вказано на об’єктивні причини незадовільного становища органів внутрішніх справ і шляхи їх подолання. Визначено позитивні вітчизняні та закордонні напрацювання у сфері підготовки правоохоронців і можливості їх використання в Україні. The problem of reformation of educational department of the Ministry of Internal Affairs of Ukraine and the choice of the optimal system of the training of specialists for subdivisions of militia (police) are investigated in the article. The objective reasons (of organizational, legal, material, social and psychological character) that stipulated for the unsatisfactory state of bodies of Internal Affairs and ways of their overcoming are indicated. The article also deals with the operating system of educational department of the Ministry of Internal Affairs of Ukraine and the serious problems of basic education and professional training of leading personnel of the bodies of Internal Affairs of Ukraine. The author analyzes the positions of the strategy of development and conception of reformation of bodies of Internal Affairs of Ukraine and suggests using international experience during the training of law enforcement workers in the process of further realization of norms of strategy and conception in the field of reformation of educational department formation of Internal Affairs of Ukraine. In the process of reformation of educational department of the Ministry of internal affairs of Ukraine it will actual to use the operating network of the specialised higher educational establishments. In fact they have considerable experience in training the law enforcement workers and serious scientific potential that has essential material and technical base. Obviously, the higher educational institutions should outlive the internal changes, directed into optimization of structure, depoliticization, demilitarization, decentralization, complete transparency in administrative, financial and organizational activity, active attraction of public to the supervision and control of the functioning and others. The article also stresses on the impermissibility of radicalization of reform of department education of the Ministry of Internal affairs of Ukraine, that can result in negative consequences in entire law-enforcement system that is impermissible taking into account the current military state in Ukraine.
