Віктимологічне запобігання посяганням на життя, здоров'я і гідність працівників міліції

Abstract

Досліджено питання віктимологічного запобігання посяганням на життя, здоров’я і гідність працівника міліції. Доведено, що професія працівника правоохоронних органів унаслідок своєї специфіки завжди належить до групи ризику. Встановлено, що в тих випадках, коли виконання службових обов’язків здійснюється працівниками міліції з професійною деформацією, фактор віктимологічного ризику значно загострюється. Набуває особливого кримінологічного значення розвиток загальної і спеціальної професійної майстерності у поєднанні з вихованням високих, навіть у найбільш екстремальних ситуаціях надійних, морально-етичних устоїв. The article deals with the issues of the victimological prevention of the encroachment on life, health and dignity of militiamen. It is proved that the profession of a law enforcement employee due to its specific features always belongs to a risk group, i. e. due to carrying out professional duties of militiamen concerning the protection of law and order. When the discharge of official duties is carried out by militiamen with professional deformation, the factor of a victimological risk significantly escalates. The development of general and specific professional skills in conjunction with the education of high, even in the most extreme situations strong, moral-ethical principles acquires a special criminological significance. Increase in the crime directly affects the activity of law enforcement bodies, including militiamen who carry out law enforcement functions. This automatically increases the danger to law enforcement officers, in particular to their life, health and dignity. Thus it is necessary to study the problem of the professional conditions of their activity, which becomes a prerequisite for finding a more effective protection and security of militiamen as subjects of maintenance of law and order in Ukraine. Forming a legal state in Ukraine stipulates the importance of solving the problem of ensuring the safety of its citizens. Under these conditions the question of safety of employees of internal affairs bodies acquires a new, more contemporary value. Employees of internal affairs bodies as Ukrainian citizens have inalienable rights fixed in the Constitution of Ukraine, which states that a man, his life and health, honour and dignity, inviolability and security are recognized as the highest social value in Ukraine; and establishing and ensuring human rights and freedoms are the main duty of the state. Carrying out the duties in the field of protection of rights, freedoms and lawful interests of participants of public relations by employees of internal affairs bodies will depend on the level of protection of law enforcement workers.
