Abstract

Проаналізовано аспекти організації взаємодії органів досудового розслідування під час розслідування кримінальних правопорушень за вчинення дорожньо-транспортної події. Під час розслідування дорожньо-транспортних події необхідно правильно організувати взаємодію органів досудового розслідування з іншими органами, підрозділами внутрішніх справ і спеціалістами з різних галузей. Слідчий, спеціаліст-автотехнік, працівник Державної автомобільної інспекції, патрульно-постової служби, карного розшуку, оперативний черговий, перекладач та аварійний комісар виконують значну роль під час розслідування цієї категорії злочинів. In the article analysed: The article considers the aspects of оrganization of preliminary investigation bodies cooperation when investigating the criminal abuses in the event of traffic accident. When investigating the traffic accidents it is necessary to properly organize the cooperation between the preliminary investigation bodies and the other bodies, internal affairs subdivisions and the specialists of different spheres. Qualitative inspection of the place of traffic accident, as well as full and detailed fixation of its results are of utmost importance for determining the reasons and conditions of the accident. It is the basis for the following work of the preliminary investigation bodies, experts, specialists, courts which will serve for a proper investigation and crime detection. One of the main requirements to the inspection of the place of traffic accident is its emergency. Place of the traffic accident is characterized by the traffic situation, therefore, the investigator’s task is to fix it promptly and properly, as experience has proven, the clear allocation of functions and duties of the members of Operational-Investigation Groups at the place of traffic accident is one of conditions of complete and qualitative investigative activity, also the role of the specialist should be kept in mind who, due to his skills and knowledge, is called to facilitate the investigating bodies to detect and fix the facts necessary for the prompt and correct decisions on the issues arising in the process of the crime investigation. It is important that, when registering the fact of criminal abuse related to the traffic rules violation in the Unified state register of preliminary investigation, it is necessary to indicate the information about all traffic accident participants (point 10.5 Instruction No. 700), so, all the participants of traffic accident can be an additional source of criminalist information. Investigator, auto-technical specialist, workers of State traffic inspection, patrol service, criminal investigation, operative officer and emergency commissioner play an inalienable role when investigating this category of crimes.
