Участь громадськості у забезпеченні охорони громадського порядку та боротьбі з правопорушеннями України

Abstract

Порушено питання участі громадськості у забезпеченні охорони громадського порядку та боротьбі з правопорушеннями. Розглянуто форми взаємодії органів внутрішніх справ і громадськості у сфері охорони громадського порядку, серед яких слід виокремити: спільну організацію і здійснення заходів щодо боротьби з правопорушеннями і охорони громадського порядку; узгодження самостійних дій щодо боротьби з правопорушеннями і охорони громадського порядку; безпосередню спільну діяльність громадських формувань правоохоронної спрямованості і працівників міліції (консультативні комітети, громадські пункти охорони порядку, координаційні шкільні ради тощо); здійснення громадськими формуваннями правоохоронної спрямованості заходів за ініціативи органів внутрішніх справ; допомогу працівників органів внутрішніх справ громадськості у вжитті заходів щодо боротьби з правопорушеннями і охорони громадського порядку; організацію правового і спеціального навчання громадян, які бажають виконувати правоохоронні завдання. The article raises questions of public participation in ensuring public order and combat crime. We consider the forms of interaction of the Interior and the public in the protection of public order, among which should be distinguished: common organization and implementation of measures to combat crime and protect public order, coordination of independent action to fight crime and protect public order, direct the activities of the joint community groups law enforcement focus and the police (advisory committees, public health agenda items, coordinating school boards, etc.) help law enforcement officers in carrying out public measures to combat crime and protect public order, organization of special education law and citizens who wish to perform law enforcement tasks. Implementation of the law enforcement community on the initiative of the police caused by objective necessity, because the system of relations between the internal affairs – public, law enforcement officers play a dominant role as perform law enforcement tasks in a professional manner. Because the police have a deeper than members of the public, to analyze a set of factors that affect the state of the situation, and produce the best measures to ensure public order. In this regard, the police, including district police officers have the right to submit proposals to the law enforcement staffs of community groups focus on the norms of daily output of their members, the number and location of deployment and patrol routes posts, members of community groups sharing the routes and posts, prepare proposals and report to the local management of the internal affairs of the need for specialized associations.
