Концепції "сервісна держава" та "community policing" - необхідні умови ефективного реформування системи МВС України

Abstract

Досліджено окремі напрями вдосконалення системи Міністерства внутрішніх справ, зокрема Національної поліції в умовах розбудови в Україні сервісно-орієнтованої держави. Проаналізовано роль Міністерства внутрішніх справ України у створенні умов розвитку безпечного середовища в суспільстві, а також інших державних органів у наданні адміністративних по- слуг. На конкретних прикладах здійснено аналіз закордонної практики співпраці поліції з територіальними громадами, чинників, що впливають на ефективність заходів щодо профілактики правопорушень, усунення причин та умов, які сприяють їх вчиненню. Introduction of the concept Service State and Community Policing is the necessary condition of the effective reformation of the Ministry of Internal Affairs system and gaining prestige of the state among population and in the international arena. One of the essential features of administrative service (given by the state bodies in general, MIA, National Police, etc.) which have to be obligatory found its accurate definition in legislation, is the necessity and accordingly, opportunity to get concrete administrative service. Procedure of the particular service have to be simplified by decreasing its stages and amount of documentary turnover. Criteria of conveniences have to be efficiency and timeliness of assignment of administrative service. In addition, assignment of administrative service have to be available to all person concerned as well as administrative body must be located in direct territorial proximity to customersʼ service. Undoubtedly, the quality of assignment of administrative service by the bodies and units of National Police depends on the willingness of its employees to give fast, qualified and professional assistance and must become an official duty and to be considered as showing professional qualification. Thus, current role of the Ministry of people vital functioning, guaranteed by tentative on population needs activity of the Ministry of Internal Affairs bodies, their fast and professional reaction on emergencies and events, that threaten personal and public safety, their prevention and active participants of citizens. Concerning the concept Community Policing, should be mentioned that it must be perceived as police activity in the particular location, created on the basis of bodies of state authorities and self-government with the purpose of solving the problems of issues of local significance, especially concerning providing defense of public safety and order, rights and duties of citizens, giving the concomitant service, fulfilling of prevention of offences, removing reasons and conditions causing them, etc.
