Методологія дослідження діяльності Національної поліції України у сфері обігу інформації з обмеженим доступом

Abstract

Описано можливість застосування сучасних методів наукових досліджень та їх інструментарій для дослідження діяльності Національної поліції України у сфері обігу інформації з обмеженим доступом, які б надали можливість всебічно зʼясувати її зміст. Розглянуто різні підходи до виокремлення структури дослідження, аналіз яких надав можливість запропонувати обрання найоптимальніших з врахуванням особливостей генези, специфіки інформації з обмеженим доступом та її використання у діяльності Національної поліції. The article describes the possibility of using modern methods of scientific research and their tools for studying the activities of the National Police of Ukraine in the field of the circulation of information with limited access, which would provide an opportunity to comprehensively clarify its content. The methodological aspect of the research of such a phenomenon as the activity of the National Police in the field of the circulation of information with restricted access, in its content covers the use of theoretical and cognitive knowledge of various levels. In this regard, different approaches to the isolation of the research structure were analyzed, their analysis gave an opportunity to propose the selection of the most optimal, taking into account peculiarities of genesis, the specifics of information with restricted access and its use in the activities of the National Police. Taking into account the considered approaches for the study of the administrative and legal regulation of the activities of the National Police in the field of the circulation of information with restricted access, the following are singled out: worldview, philosophical and scientific studies principles; methodological principles and approaches; the basic scientific methods used to study the subject and construct the relevant scientific knowledge that formed the conceptual-categorical apparatus of the study; theoretical scientific legal knowledge used during the study. In general, the methods of scientific research described in this article are based on the principle of the objectivity of scientific knowledge, which consists in the recognition of any cognitive object as part of objective reality, independent of man. And, therefore, their complex application in combination and mutual complementation, the establishment of an optimal balance between traditional methods used in legal science and new approaches and methods of cognition (political and philosophical, sociological and psychological, empirical and theoretical, qualitative and quantitative), the use which should be accompanied by their respective transformation, reorganization and adaptation to the specifics of the subject of the study, will allow a thorough and objective investigation of the issues National Police of Ukraine in the sphere of restricted information.
