Стан та напрями удосконалення державного регулювання грошово-кредитної сфери в системі забезпечення фінансової безпеки України

Abstract

Наведено результати аналізу стану грошово-кредитної сфери України та його впливу на фінансову безпеку держави. Визначено напрями удосконалення державної політики формування грошово-кредитних засобів забезпечення фінансової безпеки України на сучасному етапі функціонування її грошово-кредитної сфери та фінансової системи держави. Обґрунтовано пропозиції для органів державного управління щодо реалізації дієвих грошовокредитних інструментів, спрямованих на зміцнення фінансової безпеки України. It was established that the state of financial security of Ukraine at the present stage of development of the state is not stable and is characterized by significant crisis processes, in particular the critical growth of external, domestic and national debt, devaluation of the national currency and the limited reserves of the NBU, high level of shadowing of economic relations and activation of processes of capital withdrawal abroad., an increase in the dependence of the domestic banking sector on foreign capital. To a large extent, these shortcomings are due to the negative aspects of the functioning of the monetary sphere of the state, where the basic functions for maintaining macroeconomic stability, economic growth and strengthening the competitiveness of the national economy are not sufficiently implemented. According to the results of the integrated assessment of the level of financial security in Ukraine, it has been established that the most impact on the change of the integral index of Ukraineʼs financial security is made by monetary and security security, which directly affects macroeconomic processes in the country, the level and rates of inflation, the state of the financial and currency markets. The priority directions of improvement of monetary policy in the system of strengthening of financial security of Ukraine is the development of the secondary market of securities to increase the efficiency of the mechanism of redistribution of financial resources within the financial system and in the system of national economy; improvement of the countryʼs internal debt policy to reduce inflation and surplus money supply in circulation; increasing the supply of long-term credit and investment resources through more active investment in the potential of venture capital investment funds; development of alternative banking mechanisms for accumulation and savings of citizens by improving life insurance and collective investment; increase the efficiency of state regulation of financial institutions to ensure the stability of their functioning and prevent the occurrence of crisis phenomena in their activities.
