Повноваження суб’єктів публічного управління у сфері культури

Abstract

У даній статті досліджуються питання щодо визначення системи суб’єктів публічного управління, їх повноваження стосовно реалізації державної політики України у сфері культури. Розкривається поняття та основні види об’єктів культури, суть публічного управління у зазначеній сфері, а також пріоритетні напрямки розвитку культури. This article examines the issues of identifying the system of entities of public administration, their authority to implement the state policy of Ukraine in the sphere of culture. The concept and reveals the main types of cultural objects, the essence of public administration in this area, and also priority directions of development of culture. Today, the Ukrainian government, in particular before state authorities and local self-government are of priority and strategic objectives, which main goal is to transform the culture into an effective tool of realization of political and socio-13 economic reforms. However, realities indicate that the strategic objectives of the domestic cultural industries from year to year, unfortunately, remain formal and not implemented through a number of outstanding issues and various factors. And so important is the need to research the problems and prospects of development of the cultural sector in Ukraine, definition of the system of entities of public administration and their powers in this area. In this regard, the aim of the article is to identify the range of actors in public administration, their authority to implement the state policy of Ukraine in the sphere of culture. Given the contribution to the study of the topic of Ukrainian scientists, it is worth noting that this problem, especially in modern conditions transformation typical dynamics of the research objects. Therefore, under the existing state of development of the theme, there is a need for timely further developments in this direction. The topic of the article is extremely relevant, because Ukraine is on the path of building a democratic, legal state, the establishment of a civil society with high humanistic values. In these processes an important role plays the culture, which is a powerful means of consolidation of the society, recovery of historical memory, assertions of national identity and patriotism, strengthening of interethnic peace and consent. Through the culture formed an active, creative intelligence and high spiritual personality and intellectual potential of people, which is the main precondition of the withdrawal of the company to new levels of civilization. This study is based on administrative activity in the sphere of culture and is characterized by the system of Executive authorities, each of which implements its competence on separate sites of cultural development: culture, television and radio broadcasting, film, printing, etc. The system of such bodies are: the Ministry of culture of Ukraine, State Committee for television and radio broadcasting of Ukraine, State archival service of Ukraine, the Ministry of culture of the Autonomous Republic of Crimea, Management of culture of regional, Kyiv and Sevastopol city state administrations, departments of culture of regional state14 administrations and subordinated to these bodies of cultural institutions. The article sdesnudas analysis of their authority to implement the state policy in this area. It is noted that today the current system of entities of public administration in the field of culture lack of clear criteria that would allow to distribute their functions. The degree and form of their execution depend on organizational and legal level of a particular organ. In this connection it is necessary to distinguish between the General management (on the example of the Ministry of culture of Ukraine), and special functions which is related to solving specific problems in the implementation of their competence at individual sites cultural development (on the example of the State archival service of Ukraine and others). Low investigated the interaction of the Ministry of culture of Ukraine and regional departments of culture with local authorities, private entities and the public on issues of cultural development, because because of the lack of clearly regulated mechanisms of interaction between the subjects of management on the implementation of the state policy in the specified sphere in democratic countries.
