Екологізація в системі економічної безпеки держави: автореферат

Abstract

Дисертаційна робота присвячена поглибленню теоретичних засад екологізації як функції економічної безпеки держави та розробці практичних рекомендацій щодо її інтенсифікації. У науковій праці обґрунтовано актуальність теми в умовах розвитку сучасних трансформаційних та глобалізаційних процесів. З метою поглиблення напрацювань розглянуто теоретичні підходи до визначення поняття «екологізація» та запропоновано методичний підхід до трактування цього поняття в широкому та вузькому розумінні, запропоновано авторські визначення. Виокремлено сфери та рівні прояву екологізації. Обґрунтовано наявність конфлікту цілей в екологічних та економічних системах і подано його визначення. Здійснено структурно-функціональну характеристику екологізації. Розроблено систему класифікації інституційних одиниць екологізації за загальними та специфічними ознаками на глобальному і національному рівнях. Запропоновано вдосконалити методичний підхід до розрахунку ЕсВП і методичний підхід до розрахунку рівня екологізації, здійснено аналіз оцінки стану довкілля й еколого-економічної ефективності економіки та виділено основні екологічні загрози для системи економічної безпеки держави. Запропоновано науково-теоретичний підхід до стратегічного планування екологізації крізь призму економічного безпекознавства. Сформовано теоретико-методичний підхід до екологізації як функції економічної безпеки держави з виокремленням її безпекових механізмів, інструментів та шляхів інтенсифікації. Здійснено аналіз основних концепцій трансформації суспільного розвитку в екологічно безпечний і запропоновано безпековий сценарій, що ґрунтується на засадах концепції антизростання і закону ентропіїї та передбачає екологізацію економічної діяльності. Розроблено шляхи інтенсифікації екологізації як функції економічної безпеки держави. The dissertation is devoted to the deepening of the theoretical foundations of greening as a function of economic security of the state and the development of practical recommendations for its intensification. The relevance of the topic in the conditions of development of modern transformation and globalization processes is substantiated in the work, the purpose, tasks, object and subject of research are formulated, scientific novelty and practical value of the received results are allocated. The historical aspects of the process of formation of economic thought are considered and the theoretical analysis of the main provisions of neoclassical economic theory is carried out. Appropriate conclusions have been made regarding the need to find ways to transform externalities into internals, that is to integrate environmental costs into economic ones, in order to ensure the well-being of future generations. The essence of the concepts is substantiated and generalized: "economic security of the state", "economic security of the enterprise", "environmental security", "greening", "conflict of goals between environmental and economic systems". In order to deepen the work, theoretical approaches to the definition of the concept of "greening" are considered and a methodical approach to the interpretation of this concept in a broad and narrow sense is proposed, the author’s definitions are proposed. The spheres and levels of manifestation of greening are singled out. It is established that the goals of the economic and environmental are partially contradictory, which allowed to identify this phenomenon as a conflict of goals. The structural and functional characteristics of greening are made and the following are singled out: goals, tasks, principles, general functions, subjects, objects, main directions and methods of greening. The definition of the concepts of economic and security tools of greening and institutional support of greening are characterized and offered. A system of classification of institutional units of greening according to general and specific features at the global and national level has been developed. It is proposed to improve the methodological approach to the calculation of green GDP and methodological approach to the calculation of the level of greening, the analysis of the assessment of the environment and ecological and economic efficiency of the economy and the main environmental threats to the economic security system. The mechanism of greening as a function of economic security of the state is developed. The scientific-theoretical approach to strategic planning of greening through the prism of economic safety is offered. The theoretical and methodological approach to greening as a function of economic security of the state is formed, the definition of greening as a function of economic security of the state is formulated and its security mechanisms, tools and ways of intensification are singled out. The main types of ecological worldview are substantiated and those that contribute to the formation of ecologically safe human behavior are singled out. The analysis of the basic concepts of transformation of social development into ecologically safe is carried out and the safe scenario which is based on principles of anti-growth and provides greening of economic activity is offered. The most effective tools of greening are established and ways of intensification of greening as a function of economic security of the state are offered.
