Державне регулювання заощадження інноваційного потенціалу підприємств та екологізації виробництва: формування управлінських стратегій та оцінювання конкурентної поведінки

Abstract

У статті розглянуто державне регулювання заощадження інноваційного потенціалу підприємств та екологізації виробництва, зокрема формування управлінських стратегій та оцінювання конкурентної поведінки. Доведено, що інноваційний процес в умовах трансформації економіки представляє собою поетапну реалізацію інноваційної ідеї, починаючи від її створення, розповсюдження та використання суб'єктами ринку. Такий процес може включати низку взаємопов'язаних етапів: проведення фундаментальних науково-прикладних досліджень, здійснення НДДКР, виготовлення прототипу, виробництва, дифузії інновацій. Кожен із зазначених етапів вміщує в себе низку робіт, які здійснюють інноваційні підприємства, з метою досягнення конкретного результату. Еволюція існуючих моделей інноваційного процесу вказала на наявність моделей як з послідовним лінійним процесом, так оберненим вектором. Зазначене можна прослідкувати на відомих моделях: технологічного ривку, моделі ринкового сегментування, інтегрованій моделі, моделі відкритих інновацій. The article considers the state regulation of saving the innovative potential of enterprises and greening of production, in particular the formation of management strategies and evaluation of competitive behavior. It is proved that at present the models of innovation process in the conditions of transformational economy continue to develop and evolve, towards more complex, nonlinear and multifactor awareness of the phenomenon of innovative entrepreneurship. The key to the effective development of any model is the mutually beneficial cooperation of private business with science, government institutions, and the continuous development of government tools that promote such cooperation. There is a need to develop our own model of the innovation process for domestic subjects of innovative entrepreneurship, which will be the goal of our next research. Thus, the innovation process in the conditions of economic transformation is a gradual implementation of the innovative idea, starting from its creation, dissemination and use by market participants. This process may include a number of interrelated stages: conducting basic research and application, R&D, prototyping, production, diffusion of innovations. Each of these stages includes a number of works carried out by innovative enterprises in order to achieve a specific result. The evolution of existing models of the innovation process has indicated the existence of models with both a sequential linear process and an inverse vector. This can be traced on the known models: technological breakthrough, market segmentation model, integrated model, open innovation model. Resource support of any model can be carried out both at the expense of own sources and with involvement of the third party partners working at the enterprises, establishments and the organization of various patterns of ownership. A necessary condition for the implementation of any model is the support of the state and the development of strategies for regulating innovation processes. The effective implementation of the innovation process in entrepreneurship is guaranteed by the successfully selected tools of the state to support it — a set of administrative levers that will lead to scientific and organizational changes in the development of the national business system.
