Забезпечення інформаційної безпеки в контексті захисту від деструктивного інформаційного впливу

Abstract

У статті досліджено забезпечення інформаційної безпеки у контексті захисту від деструктивного інформаційного впливу на підставі чинного законодавства із застосуванням загальноправових і спеціальних методів дослідження правових явищ. В умовах інформаційної агресії Росії така тематика є актуальною. Визначено об’єкт і предмет інформаційної безпеки. Зазначено, що деструктивний інформаційний вплив – вплив на свідомість особи та суспільства. Захист особи, соціальних груп і суспільства від деструктивного інформаційного впливу є складовою частиною системи інформаційної безпеки. The article examines the provision of information security in the context of protection against destructive informational influence based on current legislation. The research used general scientifc (systemic-structural, functional, axiological) and special methods of researching legal phenomena (formal-legal, analysis of legal texts, comparative-legal). Russia’s aggression against Ukraine is carried out not only in the feld of military confrontation, but also in the information feld, therefore the question of increasing the effectiveness of ensuring personal information security, protecting information rights and the right of a person to information security in the conditions of the development of digital information technologies is relevant. An analysis of the current regulatory and legal framework of the information security system of Ukraine carried out. In the conditions of Russia’s informational aggression, this topic is relevant. The informational and legal mechanism for ensuring the protection of individuals, society, and social groups from destructive informational influence is a system of organizational, normative, functional, and instrumental elements. The object and subject of information security defned. In the National Security Strategy and the Information Security Strategy of Ukraine, the term “destructive information influence” is absent in other current strategic planning documents. It is noted that the destructive informational influence is the influence on the consciousness of the individual and society. Protection of individuals, social groups and society from destructive informational influence is an integral part of the information security system. From the standpoint of general psychology and social psychology, it is expedient to distinguish three main groups of information security objects for protection against destructive informational influence: the individual, large and small social groups, society; human psyche. Protection against destructive informational influence as a component of the information security system is a state of protection of the individual, social groups and society from information that affects changes in the psyche, mental health of a person, changes in values, life positions, orientations, and worldview of an individual.
