Abstract

Монографія присвячена вирішенню актуального наукового завдання – обґрунтуванню теоретичних та методологічних положень формування та реалізації державної політики запобігання та протидії економічній злочинності в системі гарантування економічної безпеки України. Видання призначене для докторантів, аспірантів, магістрантів, наукових співробітників, викладачів та студентів закладів вищої освіти, які досліджують проблеми розвитку теорії, методології та організації процесів формування і реалізації державної політики запобігання та протидії економічній злочинності в системі гарантування економічної безпеки України. The issue of guaranteeing Ukraine's economic security is extremely urgent has been important for 30 years and has grown significantly in conditions full-scale military invasion of the state with an authoritarian Putin's regime. It is undeniable that public policy guaranteeing economic security must be comprehensive and take into account the set of internal and external determinants. However, an important component of guaranteeing economic security is system of state policy of prevention and countermeasures against economic crime, which affects almost all substantive and formal components of economic security. The complexity of state policy prevention and counteraction of economic crime is due to the fact that it not only the implementation of a law enforcement function, but also a regulatory one, social, economic and political. Economic crime has an unconditional effect on the system economic security of the state, because it is a destructive factor that destroys the system of economic relations at different levels – as if from the middle yes, and from the outside. Economic crime is interdisciplinary category, because it occupies a certain place in the object-subject field economic, sociological, political, legal and public administration sciences. The first chapter of the monograph reveals the economic content crime and its properties. Theoretical provisions are developed of the state policy of preventing and combating economic crime, which consists in identifying their consequences for economic security state The publication activity on the problems of prevention was studied and combating economic crime to guarantee economic state security. The second chapter is devoted to methodological provisions formation and implementation of the state policy of prevention and countermeasures economic crime in the system of guaranteeing economic security. The components of the formation and implementation methodology are proposed of state policy in the researched area. Symptoms have been identified problems of guaranteeing the economic security of the state in the context prevention and counteraction of economic crime. Defined and directions for overcoming systemic problems of the state have been formed policy of prevention and counteraction of economic crime. In the third chapter, the analytical diagnostics of the system is carried out problems of the state policy of preventing and countering the economic crime, in particular: the modern state of the economy is substantiated crime in Ukraine; an assessment of political and legal issues was carried out socio-economic consequences of economic crime. The fourth chapter is devoted to the problems of the subjects' activity implementation of the state policy of prevention and countermeasures against economic crime. The activity of central executive bodies has been improved authorities as subjects of formation and implementation of state policy prevention and counteraction of economic crime in the guarantee system economic security of Ukraine. Areas of activity, subjects are determined implementation of the law enforcement function in the field of prevention and countermeasures economic crime by clarifying the signs of their activity, the directions of activity defined by modern ones are substantiated geopolitical conditions of the national economy. Researched functional vectors of subjects of state financial control and monitoring in the prevention and counteraction of economic crime. The fifth chapter contains proposals for: development of a comprehensive information and communication system for the implementation of state policy prevention and counteraction of economic crime in the guarantee system economic security; formation of the mechanism of international cooperation between the subjects of the law enforcement system and international police officers organizations and law enforcement agencies of foreign countries; justification of the mechanism for ensuring information security of processes prevention and counteraction of economic crime. The main ideas outlined in the study can be useful scientists when conducting research, as well as for the training of specialists of public management and administration, law enforcement activities and national security.
