Abstract

The development of Ukraine is determined in the general context of the European integration with the orientation towards the fundamental values of world culture: parliamentarism, human rights, national minorities rights, liberalization, freedom of movement, freedom of education at any level, etc. which is an inalienable attribute of the civil democratic society. The new national and global realities need qualitatively modernized education, and education, in its turn, needs the new technologies, ideas, approaches, and substantial capital investments. The educational branch in Ukraine which has chosen the way of the cardinal reforms, entering the European educational space, improvement of the quality of education, needs to concord all of its components with the generally accepted world standards that will correspond to the best world models. The modern society and the labour market that quickly develops need it; the new demands are put before the countries which develop their own democracies, the citizens need it on the way to improving their well-being and the general human development. The new needs of the society and personality have determined the social order to the system of education. The main orientator of education is forming a creative personality which is capable of self-development. The modern social order demands educating the independent, initiative and responsible members of the society who can effectively interact while fulfilling the social, industrial, and economic tasks. The fulfilment of these tasks needs the essential strengthening of the independent and productive activity of the students and cadets, development of their personal qualities, creative abilities, and their skills to acquire new knowledge independently and to solve the problems orienting in the life of the society. The considerable changes in education and conditions of work cause a great need in lifelong education, so they bring to the fore the ability and skills of a person to self-education, independent learning activity, perceptive independence, independent work, which is a form of education, and its means, and its aim. Forming and developing the independent work, the ability to study independently is a very important and responsible aim of an academic process. The development of independence means the development of the ability to study under one’s own control. The increasing of the role of the independent work of the cadets and students is a stable tendency which characterizes the establishments of higher education. The issues of self-education, independent work, independent activity (various scholars name this process differently) is very topical nowadays but it is not new. The modern paradigm of education demands the further versatile research, especially concerning the methodical advice and practical tasks, that are used for organizing the independent work of the cadets and students, particularly at the specialized establishments of higher education, for example, of the system of the Ministry of Internal Affairs of Ukraine. Розвиток України визначається в загальному контексті європейської інтеграції з орієнтацією на фундаментальні цінності світової культури: парламентаризм, права людини, права національних меншин, лібералізацію, свободу пересування, свободу освіти будь-якого рівня, що є невід'ємною ознакою громадянського демократичного суспільства. Нові національні та світові реалії потребують якісно модернізованої освіти, а освіта, у свою чергу, потребує нових технологій, ідей, підходів, значних капіталовкладень. Освітня галузь в Україні, яка обрала шлях кардинальних реформ, входження в європейський освітній простір, підвищення якості освіти, потребує узгодження всіх її складових із загальноприйнятими світовими стандартами, які відповідатимуть кращим світовим зразкам. Сучасне суспільство та ринок праці, який стрімко розвивається, цього потребує; перед країнами, які розвивають власну демократію, висуваються нові вимоги, громадяни потребують цього на шляху до покращення свого добробуту та загального людського розвитку. Нові потреби суспільства та особистості визначили соціальне замовлення на систему освіти. Головним орієнтиром навчання є формування творчої особистості, здатної до саморозвитку. Сучасний суспільний лад вимагає виховання самостійних, ініціативних та відповідальних членів суспільства, здатних ефективно взаємодіяти під час виконання соціальних, виробничих та економічних завдань. Виконання цих завдань потребує суттєвого посилення самостійної та продуктивної діяльності студентів і курсантів, розвитку їх особистісних якостей, творчих здібностей, умінь самостійно здобувати нові знання та вирішувати орієнтаційні завдання в житті суспільства. Значні зміни в освіті та умовах праці викликають гостру потребу в освіті впродовж життя, тому на перший план висуваються здатність і навички особистості до самоосвіти, самостійної навчальної діяльності, перцептивної самостійності, самостійної роботи, яка є формою виховання. Формування та розвиток самостійної роботи, вміння навчатися самостійно є дуже важливим і відповідальним завданням навчального процесу. Розвиток самостійності означає розвиток здатності вчитися під власним контролем. Підвищення ролі самостійної роботи курсантів і студентів є стійкою тенденцією, яка характеризує заклади вищої освіти. Питання самоосвіти, самостійної роботи, самостійної діяльності сьогодні дуже актуальні, але не нові. Сучасна парадигма навчання вимагає подальших різнобічних досліджень, особливо щодо методичних порад і практичних завдань, які використовуються для організації самостійної роботи курсантів і студентів, зокрема у спеціалізованих закладах вищої освіти, наприклад, системи Міністерства внутрішніх справ України.
