Взаємодія підрозділів превентивної діяльності з населенням на засадах партнерства

Abstract

Конституція України гарантує, що людина, її життя і здоров’я, честь і гідність, недоторканність і безпека визнаються в Україні найвищою соціальною цінністю. Саме ця норма є однією з головних основ у діяльності поліції, яка виконує правозахисну функцію держави та спрямована на захист порушених прав громадян, пошук правопорушників, притягнення їх до відповідальності та відновлення порушеного права. Закон України «Про Національну поліцію» визначає, що задоволення потреб населення, територіальних громад та об’єднань має бути базою для здійснення діяльності поліції. Практика показує, що, спираючись на підтримку населення, поліція успішно вирішує завдання щодо забезпечення громадського порядку і безпеки. Співробітники поліції повинні активніше включатися в діяльність по роз'ясненню населенню законів та інших правових актів з питань забезпечення правопорядку, особистої і громадської безпеки, інформувати про стан правопорядку на території обслуговування. Ці завдання ефективніше вирішуються за активної участі громадських об'єднань. The Constitution of Ukraine guarantees that a person, his life and health, honor and dignity, inviolability and security are recognized as the highest social value in Ukraine. It is this norm that is one of the main bases in the activity of the police, which performs the human rights function of the state and is aimed at protecting the violated rights of citizens, searching for offenders, bringing them to justice and restoring the violated right. The Law of Ukraine “On the National Police” specifies that the satisfaction of the needs of the population, territorial communities and associations should be the basis for the implementation of police activities. Practice shows that, relying on the support of the population, the police successfully solves the task of ensuring public order and security. Police officers should be more actively involved in explaining to the population laws and other legal acts on issues of ensuring law and order, personal and public safety, informing about the state of law and order in the service area. These tasks are solved more effectively with the active participation of public associations. The police can achieve significant success in the field of crime prevention only if an atmosphere of mutual respect and cooperation is built between it and the population. According to the Law of Ukraine “On the National Police”, the police carry out their activities in close cooperation and interaction with the population, territorial communities and public associations based on the principles of partnership, taking into account the specifics of the region and the problems of territorial communities. Martial law conditions create extraordinary conditions for police-community interaction.
