Cамоорганізація народу як фактор формування громадянського суспільства в Україні: автореферат

Abstract

Дисертація присвячена комплексному теоретико-правовому дослідженню умов розвитку самоорганізації народу в контексті сучасного етапу формування громадянського суспільства в Україні. У роботі досліджено процеси виникнення та еволюція самоорганізації народу. Визначено сутність та основні рівні самоорганізації народу в Україні. Проаналізовано співвідношення та особливості взаємовідносин самоорганізації народу та громадянського суспільства. Охарактеризовано сучасний стан та основні тенденції самоорганізації народу у процесі формування громадянського суспільства. Розкрито механізм взаємодії інститутів громадянського суспільства з органами державної влади. Визначено основні принципи, функції та можливості самоорганізації народу та проаналізовано її правові підстави регулювання. З’ясовано основні стратегічні пріоритети державного сприяння розвитку самоорганізації народу. The thesis focuses on the complex theoretical and legal research of the development of conditions of people’s self-organization in the context of current stage of civil society in Ukraine. It is examined the processes of appearance and evolution of people’s self- organization. It is proved that as a political and legal phenomenon the self-organization of people causes a wide research interest at different levels of scientific knowledge. Three levels of self-organization due to the subjects – members of its processes are highlighted: individual, collective (or group) and nationwide. It is analysed and determined that the optimization of the correlation between population and civil society should be achieved not through both public and political structures, but by improving the effectiveness of the self-organization of people. It is characterized the current state and main trends of self-organization of people in the process of civil society formation. The mechanism of interaction between institutions of civil society and the government is revealed. It is ascertained that under the extreme conditions of nowadays the problem of self-organization of people, which is in the ability to be combined in voluntary movements, takes the priority importance. Because during the last five years there was an increase of respect for volunteering (high score 68.4% of respondents) in Ukraine, then it is the time of legislative regulation of this effective form of people’s self-organization, that, by its effectiveness confirmed the efficiency of influence on the development of civil society in Ukraine. It is determined that the main features of civil society formation is to optimize the direction of people’s self-organization processes, including the use of its principles, functions and potential possibilities to create a self-organizing system that has the ability to change their role- purpose and structure depending on the objectives and external conditions, while maintaining their viability and optimal properties. Under some political and legal situations, the principles of self-actualization, self- knowledge, self-esteem and self-respect encourage the deployment of broad social movement that leads to the high level of self-mobilization of Ukrainian society. It is found the main strategic priorities of the state promotion of the development of people’s self- organization.
