Міжнародні санкційні механізми, заморожування активів, як запорука відшкодування Україні завданої росією шкоди та відновлення безпекового середовища (продовження огляду)

Abstract

У даній публікації зроблено спробу відобразити стан справ із санкційними обмеженнями, котрі вже застосовані до росії та її підсанкційних громадян. Розглянуто такі заходи, як заморожування активів, їх арешт та конфіскація. Значну частину уваги звернуто на перспективи використання заморожених російських активів, які безсумнівно Україна отримає у грядучій перспективі ще до завершення війни. Встановлено, що поряд із констатованими екзистенційними для України та українців поступами в міжнародному просторі та політиці, все ж є та частина проблематики, яка стосується обходу санкцій і вона створює фальшиве уявлення про безкарність та вседозволеність для учасників та співучасників такої протиправної діяльності. З’ясовано, що скептики бачать й іншу «темнішу» сторону описаних досягнень. Отож, з огляду безпекового середовища такі аналізи не варто недооцінювати чи ігнорувати, бо вони теж мають підстави та очевидні причини. Ними слід оперувати задля зваженого стратегічного планування дій та прийняття рішень. Доведено, що безпекове середовище напряму пов’язане із тими заходами, що вживаються світовою спільнотою задля утихомирення росії, як руйнівника та агресора вселенського масштабу. До таких міроприємств, серед іншого, належать заморожування, арешт та конфіскація, як активів росії, так і активів окремих російських підсанкційних олігархів. Акцентовано й увагу на наявних болючих для нас уроках та резюмовано, що безпекову ситуацію варто оцінювати саме під цим узагальненим кутом зору та, не очікуючи на контрдії, генерувати зважені наступальні кроки, ослаблюючі економічні у тому числі, задля зниження боєздатності узурпатора-ворога. Підсумовано, що глобальність та вичерпність комплексу вже вжитих та триваючих заходів, які забезпечать відшкодування Україні завдану росією шкоду та відновлення безпекового середовища, не викликає жодних сумнівів. Основне – не зупинятися на цьому правильному шляху національного опору за безсумнівного бажання і життєвої жаги і необхідності торжества правди та встановлення істини. In the research the author made an attempt to reflect the state of affairs with sanctions restrictions that have already been applied to russia and its citizens subject to sanctions. Such measures as freezing of assets, their seizure and confiscation have been considered. A significant part of the attention was paid to the prospects of using frozen russian assets, which Ukraine will undoubtedly receive in the future even before the end of the war. It has been stated that along with the established existential problems for Ukraine and Ukrainians in the international space and politics, there is still that part of the problems that concerns the circumvention of sanctions and it creates a false impression of impunity and permissiveness for participants and accomplices of such illegal activities. It turned out that skeptics see another "darker" side of the described achievements. Therefore, from the point of view of the security environment, such analysis should not be underestimated or ignored, because they also have grounds and obvious reasons. They should be used for balanced strategic planning of actions and decision-making. It has been proven that the security environment is directly related to the measures taken by the world community to calm russia as a destroyer and aggressor on a global scale. Such measures include, among other things, the freezing, arrest and confiscation of both russian assets and the assets of individual russian sanctioned oligarchs. Emphasis is also placed on the lessons that are painful for us and it is summarized that the security situation should be assessed precisely from this generalized point of view and, without waiting for countermeasures, generate measured offensive steps, including economic ones, in order to reduce the combat capability of the usurper-enemy. It was concluded that the globality and comprehensiveness of the complex of already taken and ongoing measures, which will ensure compensation for the damage caused by russia to Ukraine and the restoration of the security environment, do not cause any doubts. The main thing is not to stop on this right path of national resistance because of the undoubted desire, thirst for life and the need for the triumph of truth and the establishment of the truth.
