Формування ефективної комунікації в державному управлінні: теоретичний аспект: дисертація

Abstract

У дисертації проведено комплексне наукове дослідження теоретичних основ формування ефективної комунікації в державному управлінні. Здійснено теоретичне обґрунтування засад налагодження комунікативних зв’язків у системах управління різного ієрархічного рівня та на основі теоретичних узагальнень і аналізу практики розроблено пропозиції й рекомендації щодо формування ефективної комунікації в державному управлінні на сучасному етапі його реформування. Узагальнено наукові роботи з проблеми комунікацій в системах управління; проаналізовано класичні та сучасні теорії й моделі комунікації в площині їх використання у сфері державного управління; проведено структурно-функціональний аналіз системи його комунікацій та розроблено теоретичну модель ефективної комунікації в державному управлінні. Проаналізовано сучасний стан комунікацій, завдання та напрямки їх розвитку в умовах забезпечення реформування державного управління в Україні, визначено і обґрунтовано вплив сучасних інструментів мережевого суспільства та управлінських технологій на формування ефективних комунікацій в державному управлінні. Розкрито питання способів активізації факторів підвищення ефективності комунікацій, теоретичного обґрунтування шляхів забезпечення ефективних комунікацій в державному управлінні. Comprehensive scientific research of theoretical fundamentals concerning the formation of effective communication in public administration is made in the dissertation. A theoretical substantiation of communication relations’ basics ascertainment in managerial systems of various hierarchic levels is conducted here. Grounded on theoretical summarizing and practice analysis the suggestions and recommendations concerning the formation of effective communication in public administration on the modern level of its reforming are elaborated. The scientific proceedings on communication problems in managerial systems are generalized; classic and modern theories as well as communicationmodels regarding their usage in public administration sphere are analyzed; the structurally-functional analysis of its communication systems is made and the theoretical model of effective communications in public administration is worked out. Modern condition of communications, tasks and ways of their further development under conditions of providing the reformation of public administration in Ukraine are analyzed. The influence of modern network society instruments and managerial technologies on forming effective communications in public administration is defined and substantiated. The issues of activation tools regarding the factors of increasing communications efficiency, theoretical substantiation of ways for effective communication provision in public administration are disclosed.
