Суб'єкти забезпечення кримінологічної безпеки

Abstract

Досліджена система суб'єктів кримінологічної безпеки, яка включає в себе широке коло суб'єктів як державної, так і недержавної приналежності, що породжує окремі, відомчі інтереси та взаємне суперництво. Показано, що їх діяльність повинна чітко вписуватися в русло єдиної, цілеспрямованої державної політики, і тому вона потребує координації. The system of subjects of criminological safety, which includes a wide range of subjects of both state and non-state affiliation, which gives rise to separate, departmental interests and mutual rivalry, is explored. It is shown that their activities should be clearly in line with a single, targeted state policy, and therefore it needs coordination. The basis of the system of subjects of criminological safety by V.A. Pleshakov, which lists the seven levels of subjects that directly from the system of state bodies, departments, organizations, engaged within its competence with the problems of providing criminological security. Among them, the legislative authorities; executive bodies; judicial bodies and prosecutor's offices; police; bodies carrying out administrative, legal, financial and other regimes; system of state scientific centers; non-state security services (security services of various companies, banks, corporations, private security and detective enterprises, etc.), public organizations and citizens. The subjects of the provision of criminological security are conditionally divided into state and non-state, among which are the Verkhovna Rada of Ukraine, the President of Ukraine, the National Security and Defense Council of Ukraine, the Cabinet of Ministers of Ukraine, ministries and other central executive authorities, the National Bank of Ukraine, courts of general jurisdiction, the Office of the Prosecutor of Ukraine, the National Anti-Corruption Bureau of Ukraine, local state administrations and local self-government bodies, the Armed Forces of Ukraine, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, the State Border Service of Ukraine and other military formations formed in accordance with the laws of Ukraine, bodies and civil defense units. It is shown that the activity of the system of subjects of criminological safety should correspond to a single, targeted state policy, and needs coordination.
