Реформування поліцейських органів зарубіжних країн: правовий та психологічний аспекти

Abstract

Розглянуто сучасні правові та психологічні проблеми, що супроводжують процес реформування правоохоронних органів різних країн світу. Визначено історичні та соціальні особливості реформ поліції у Великобританії, США, Японії, Чехії, Польщі та Грузії. Проаналізовано напрямки психологічного супроводу реформ органів поліції та їх використання у вітчизняній практиці, як-то: оптимізація процесів становлення професійної ідентичності співробітників поліції, мобілізація психічних та психологічних ресурсів у процесі здійснення професійної діяльності, створення атмосфери психологічної безпеки, оцінювання, корекція, супровід та організаційний консалтинг поточної діяльності працівників поліції. Modern legal and psychological problems that accompany the process of reforming law enforcement agencies of different world countries have been studied. The historical and social peculiarities of police reform in the UK, USA, Japan, Czech Republic, Poland and Georgia have been determined. It has been concluded that despite the fact that police structures of various countries have significant differences from domestic and function in other realities, however, there are objective preconditions for constructive thinking and creative implementation of their experience into the activities of the National Police of Ukraine. Analysis of the reform of police units in different countries has allowed to distinguish the following common features: demilitarization, lustration, the separation of powers into the central and municipal levels, attracting people to perform police functions, civilian control over police activities, including economic indicators into general police reports, etc. It has been underlined that psychological aspects of the appropriate changes become particularly relevant along with institutional and organizational aspects during the process of reform of law enforcement agencies, namely the police. Organizational changes in the context of the development of the agencies and units of the National Police of Ukraine should have positive psychological content for the employees, which is guaranteed by the relevant programs aimed at developing a sense of psychological safety, psychological accessibility of the means of adaptation and psychological involvement of personnel to these changes. The author has analyzed the ways of psychological support of police agencies’ reform and their use in the domestic practice, such as: optimization of the processes of professional identity of police officers, mobilization of mental and psychological resources in the course of professional activities, creating an atmosphere of psychological safety, assessment, correction, support and organizational consulting of the ongoing activities of police officers. It has been emphasized that police practice and now police education should be based nowadays on close interaction between professionals and researchers that will make it possible to create comprehensive programs for the evaluation and analysis of the practical, theoretical and psychological problems of the police activities and for the development of optimal measures to overcome them.
