Розвиток соціально-економічної системи: безпековий та управлінський аспекти

Abstract

В статті проведено аналіз та запропоновано визначення терміну «розвиток соціально-економічної системи», під яким розуміється процес спрямованих, закономірних, незворотних змін, які забезпечують перехід системи в якісно інший стан для задоволення відповідних внутрішніх і зовнішніх інтересів. Розроблено концентричну модель структури терміну «розвиток соціально-економічної системи», з якої видно, що основною його суттю та інструментом процесу змін є єдність руйнування того, що заважає, обмежує тощо, та створення іншого, що буде покращувати, додавати. Обґрунтовано, що для розвитку соціально-економічної системи властива єдність трьох основних її характеристик: спрямованість, закономірність, незворотність змін. Зазначено, що розвиток є внутрішньою характеристикою та спрямуванням завдань і заходів, які виконуються для забезпечення процесу змін у соціально-економічній системі. Аргументовано, що перешкодою розвитку соціально-економічної системи можуть бути різні загрози, для протидії яким вона здійснює безпекову діяльність, що містить безпекові механізми: попередження, виявлення, ліквідація загроз, а також відновлення чи відшкодування збитків. Наголошено, що розвиток і безпекова діяльність є внутрішніми структурними елементами один одного та становлять два боки одного процесу – життєдіяльності соціально-економічної системи. Їхня інтеграція в цілісний процес, завдяки якому відбуваються впорядковані, спрямовані, закономірні та незворотні зміни в соціально-економічній системі, є управлінською діяльністю. Саме шляхом виконання суб’єктами управління управлінських функцій, комунікацій, лідерства та прийняття управлінських рішень визначаються і проводяться необхідні зміни, їх захист від загроз та інтеграція відповідних видів діяльності в єдиний цілісний процес задля переведення системи в якісно новий інший стан. Розроблено модель структури впливу управлінської та безпекової діяльності на розвиток соціально-економічної системи, взаємозв’язків між ними, яка відображає основний її зміст та розуміння механізмів. The article analyzes and proposes a definition of the term “development of a socio-economic system,” which is understood as a process of purposeful, regular, and irreversible changes that ensure the transition of the system to a qualitatively different state in order to satisfy relevant internal and external interests. A concentric model of the structure of the concept “development of a socio-economic system” is developed, demonstrating that its essence and instrument of change is the unity of destruction of elements that hinder or limit development and the creation of new elements that improve and enhance the system. It is substantiated that the development of a socioeconomic system is characterised by the unity of three main features: directionality, regularity, and irreversibility of changes. It is emphasised that development represents an internal characteristic and orientation of tasks and measures implemented to ensure the process of transformations in the socio-economic system. It is argued that various threats may hinder the development of a socio-economic system, and to counter them, the system performs security activities that include such security mechanisms as prevention, detection, elimination of threats, as well as recovery and compensation for losses. It is emphasised that development and security activities are internal structural elements of each other and represent two sides of a single process – the functioning of a socio-economic system. Their integration into a holistic process, which ensures ordered, purposeful, regular, and irreversible changes in the socio-economic system, is defined as a management activity. Through the implementation of managerial functions, communication, leadership, and decision-making by management actors, the necessary changes are determined and implemented, protected from threats, and integrated into a unified process aimed at transitioning the system to a qualitatively new state. A structural model of the influence of managerial and security activities on the development of a socio-economic system and their interconnections is developed, reflecting the core content of the concept and providing an understanding of the mechanisms of such influence.
