Формування інноваційно-безпекового потенціалу логістичних підприємств: дисертація

Abstract

Дисертаційна робота присвячена вирішенню наукового завдання, що полягає в теоретичному обґрунтуванні і розробці методичних підходів для формування інноваційно-безпекового потенціалу логістичних підприємств. У вступі обґрунтовано актуальність дисертаційної роботи, сформульовано мету, завдання, предмет, об’єкт і методи дослідження, викладено наукову новизну та практичне значення отриманих результатів, окреслено особистий внесок здобувача, наведено дані про апробацію результатів дослідження і публікації. У першому розділі «Теоретико-методичні аспекти формування інноваційно-безпекового потенціалу логістичних підприємств» доведено, що однією з найважливіших характеристик конкурентоспроможності суб'єкта господарювання є рівень його потенціалу, який виявляється у забезпеченості соціально-економічної системи всіма необхідними ресурсами для успішної конкурентної боротьби і забезпечення стабільного функціонування та розвитку. Простежено видозміну в розумінні сутності поняття «потенціал» та «потенціал підприємства». Результати морфологічного аналізу та сформована модель дозволили стверджувати, що формування потенціалу підприємства – це комплексний та багатоаспектний процес уможливлення зміцнення позицій на ринку та забезпечення досягнення поставлених цілей і завдань через ефективну реалізацію ресурсів, а також засобів у вигляді нових можливостей. Розглянутий понятійно-категоріальний апарат інноваційно-безпекового потенціалу підприємства передбачав, передусім, дослідження таких ключових понять, як «інноваційна діяльність», «інноваційний потенціал», «безпека» та «безпековий потенціал». Поглиблений критичний аналіз зазначених понять та дослідження еволюції зміни в їх розумінні дозволили стверджувати, що інноваційно-безпековий потенціал – це сукупність ресурсів, засобів, компетенцій та організаційно-управлінських можливостей, що забезпечують створення і підтримання належних умов для забезпечення прийнятного рівня безпеки та впровадження нових інноваційних ідей. Встановлено, що основною метою формування інноваційно-безпекового потенціалу підприємства повинно бути уможливлення інноваційного і безпекового розвитку даної соціально-економічної системи та усіх її структурних елементів. При цьому об’єктом формування інноваційно-безпекового потенціалу є саме підприємство, яке і повинне ефективно реалізовувати наявний та перспективний потенціал. У результаті дослідження сформовано авторське бачення теоретичної діаграмної конструкції елементів формування інноваційно-безпекового потенціалу підприємства. У другому розділі «Аналітичне підґрунтя формування інноваційно-безпекового потенціалу логістичних підприємств» проведено поглиблений тенденційний аналіз фінансово-економічної та інноваційної діяльності логістичних підприємств. Доведено, що за останні п’ять років фінансово-економічна та інноваційна діяльність логістичних підприємств України зазнала істотного впливу змін у зовнішньому середовищі. У результаті проведеного аналізу встановлено, що в 2022 році, внаслідок повномасштабного збройного вторгнення, зовнішнє середовище стало значно більш гіпернестабільним, що призвело до різкого зменшення кількості працівників і скорочення кількості підприємств. Сформована матриця основних змін у діяльності логістичних підприємств України за період 2019-2023 рр. відображає ключові трансформації в розрізі трьох ключових періодів (допандемійний, пандемія COVID-19 та подій після повномасштабного збройного вторгнення). Обґрунтовано теоретико-методичний підхід до оцінювання інноваційно-безпекового потенціалу логістичних підприємств в основу якого покладено інтегральний показник. При цьому, доведена необхідність розглядати інтегральне оцінювання інноваційно-безпекового потенціалу логістичних підприємств через призму трьох ключових складових: інноваційної, безпекової та інформаційно-технічної. Обґрунтовано, що процес оцінювання інноваційно-безпекового потенціалу – це не одномоментна дія, а постійний управлінський цикл, який потребує системного оновлення інформаційних баз, аналізу впливу нових загроз тощо. Встановлено, що під інформаційним забезпеченням формування інноваційно-безпекового потенціалу логістичних підприємств слід розуміти уможливлення задоволення потреб, які виникають при створенні основи для розроблення й прийняття управлінських рішень, пов’язаних із інноваційною активністю соціально-економічної системи та безпековою діяльністю. Запропоновано модель інформаційного забезпечення формування інноваційно-безпекового потенціалу логістичних підприємств, у межах якої виділено три ключові складові: дані про зовнішнє середовище та інституційні ризики; дані про внутрішні процеси та управлінські ризики; аналітика взаємодії із суб’єктами безпеки та партнерами. У третьому розділі «Удосконалення методичного забезпечення формування інноваційно-безпекового потенціалу логістичних підприємств» представлено методичний підхід до оптимізації ресурсного забезпечення формування інноваційно-безпекового потенціалу логістичних підприємств, новизна якого полягає у використанні методу багатокритеріального оцінювання альтернатив. Такий підхід дозволяє системно враховувати взаємозв’язки між різними видами ресурсів (фінансовими, матеріальними, трудовими, інформаційними) та потребами суб’єктів безпеки та інноваційного розвитку. Для варіативності кожної із форм ресурсного забезпечення формування інноваційно-безпекового потенціалу сучасного логістичного підприємства України запропоновано по три варіанти. На відміну від традиційних ресурсних моделей, цей підхід формує структуровану інформаційну базу для визначення пріоритетних напрямів ресурсної підтримки, дозволяє здійснювати раціональний розподіл обмежених ресурсів і створює передумови для забезпечення ефективної реалізації цільових програм інноваційного та безпекового характеру в логістиці. Сформоване авторське бачення механізму управління інноваційно-безпековим потенціалом логістичних підприємств, який відрізняється тим, що включає процедуру виявлення та прогнозування можливих неузгодженостей у внутрішньоорганізаційних процесах, основа механізму – інтеграція ключових підсистем управління (організаційно-регулюючої, планувальної, прогнозувальної, мотиваційної та контролюючої) у межах єдиного управлінського безпекового контуру, що дозволяє підвищити гнучкість управлінських рішень, адаптуватися до змін зовнішнього середовища та забезпечити цілеспрямований інноваційний розвиток підприємства. Запропонований механізм управління інноваційно-безпековим потенціалом логістичних підприємств є інструментом посилення стійкості до ризиків та загроз, пов’язаних із їх інноваційною діяльністю та трансформаціями у сфері безпеки. У третьому розділі запропоновано технологію вибору оптимальної стратегії формування інноваційно-безпекового потенціалу логістичних підприємств, яка базується на врахуванні динамічності зовнішнього середовища та адаптивності до змін. Відмінністю запропонованої технології є цілісне бачення щодо оптимального вибору, у межах якого враховано можливість реалізації як прогресивного, так і консервативного стратегічного підходу. Це дозволяє забезпечити відповідність обраної стратегії реальним викликам і можливостям зовнішнього середовища, сприяє формуванню ефективної траєкторії розвитку інноваційно-безпекового потенціалу підприємства та формує основу для стабільного функціонування логістичної сфери в умовах турбулентності та загроз. Доведено, що оптимальним буде вибір прогресивної стратегії формування інноваційно-безпекового потенціалу для сучасного логістичного підприємства України, зокрема шляхом застосування проактивних заходів. The dissertation is dedicated to solving a scientific problem, which consists in the theoretical substantiation and development of methodological approaches for the formation of the innovative and security potential of logistic enterprises. The introduction substantiates the relevance of the dissertation, formulates the goal, task, subject, object and research methods, outlines the scientific novelty and practical significance of the obtained results, outlines the personal contribution of the researcher, provides data on the approval of the research results and publication. In the first section «Theoretical and methodological aspects of the formation of the innovative and security potential of logistics enterprises» it is proven that one of the most important characteristics of the competitiveness of a business entity is the level of its potential, which is manifested in the provision of the socio-economic system with all the necessary resources for successful competition and ensuring stable functioning and development. The modification in the understanding of the essence of the concepts of «potential» and «enterprise potential» is traced. The results of morphological analysis and the formed model made it possible to assert that the formation of the potential of an enterprise is a complex and multifaceted process of enabling the strengthening of market positions and ensuring the achievement of set goals and objectives through the effective implementation of resources and means in the form of new opportunities. The considered conceptual and categorical apparatus of the innovative and security potential of an enterprise provided, first of all, the study of such key concepts as «innovative activity», «innovative potential», «security» and «security potential». An in-depth critical analysis of key concepts and a study of the evolution of changes in their understanding allowed us to state that the innovative and security potential is a set of resources, means, competencies and organizational and managerial capabilities that ensure the creation and maintenance of appropriate conditions for the implementation of effective innovative activities and a security management system. It was established that the main goal of forming the innovative and security potential of an enterprise should be to enable the innovative and security development of a given socio-economic system and all its structural elements. At the same time, the object of forming the innovative and security potential is the enterprise itself, which is aimed at the effective implementation of the potential. As a result of the study, the author's vision of the theoretical diagrammatic construction of the elements of forming the innovative and security potential of an enterprise was formed. In the second chapter, «Analytical basis for the formation of the innovative and security potential of logistics enterprises» an in-depth trend analysis of the financial, economic and innovative activities of logistics enterprises is conducted. It is proven that over the past five years, the financial, economic and innovative activities of logistics enterprises in Ukraine have been significantly affected by changes in the external environment. As a result of the analysis, it was found that in 2022, as a result of a full-scale armed invasion, the external environment became significantly more hyper-unstable, which led to a sharp decrease in the number of employees and a reduction in the number of enterprises. The formed matrix of the main changes in the activities of logistics enterprises in Ukraine for the period 2019-2023 reflects key transformations in the context of three key periods (pre-pandemic, COVID-19 pandemic and events after the full-scale armed invasion). The theoretical and methodological approach to assessing the innovative and security potential of logistics enterprises based on an integral indicator is substantiated. At the same time, it was decided to consider an integrated assessment of the innovative and security potential of logistics enterprises through the prism of three key components: innovative, security and information and technical. It was proved that the process of assessing the innovative and security potential is not a one-time procedure, but a constant management cycle that requires systematic updating of information bases, analysis of new threats, etc. It was established that the information support for the formation of the innovative and security potential of logistics enterprises should be understood as enabling the satisfaction of needs that arise when creating a basis for developing and making management decisions related to the innovative activity of the socio-economic system and security activities. A model of information support for the formation of the innovative and security potential of logistics enterprises is proposed, within which three key components are highlighted: data on the external environment and institutional risks; data on internal processes and management risks; analytics of interaction with security actors and partners. The third chapter, «Improving the methodological support for the formation of the innovative and security potential of logistics enterprises» presents a methodological approach to optimizing the resource support for the formation of the innovative and security potential of logistics enterprises, in which the novelty lies in using the method of multi-criteria evaluation of alternatives. This approach allows for the systematic consideration of the relationships between different types of resources (financial, material, labor, information) and the needs of security and innovative development entities. At the same time, as a variation, three options are proposed for each form of resource support for the formation of the innovative and security potential of a modern logistics enterprise of Ukraine. Unlike traditional resource models, this approach forms a structured information base for determining priority areas of resource support, allows for the rational distribution of limited resources, and creates the prerequisites for ensuring the effective implementation of target programs of an innovative and security nature in logistics. The author's vision of the mechanism for managing the innovative and security potential of logistics enterprises has been formed, which is significantly different in that it includes a procedure for identifying and predicting possible inconsistencies in internal organizational processes. The basis of the mechanism is the integration of key management subsystems (organizational and regulatory, planning, forecasting, motivational and control) within a single management security contour, which allows increasing the flexibility of management decisions, adapting to changes in the external environment and ensuring targeted innovative development of the enterprise. The proposed mechanism for managing the innovative and security potential of logistics enterprises is a tool for strengthening resilience to risks and threats associated with their innovative activities and transformations in the security sector. Within the third chapter, a technology for choosing the optimal strategy for forming the innovative and security potential of logistics enterprises is also proposed, which is based on taking into account the dynamism of the external environment and adaptability to changes. The difference of the proposed technology is a holistic vision of the optimal choice, within which the possibility of implementing both progressive and conservative strategic approaches is taken into account. This allows ensuring the compliance of the chosen strategy with the real challenges and opportunities of the external environment, contributes to the formation of an effective trajectory for the development of the innovative and security potential of the enterprise and forms the basis for the stable functioning of the logistics sector in conditions of turbulence and threats. It is proven that the optimal choice will be a progressive strategy for the formation of innovative and security potential for a modern logistics enterprise of Ukraine, which requires proactive measures.
