До питання поліпшення інвестиційного клімату України в сучасних умовах

Abstract

Розглянуто проблеми інвестиційної діяльності в Україні. Подано аналіз сучасного інвестиційного клімату та розкрито фактори формування привабливого інвестиційного середовища, а також інвестиційних ризиків. Вивчено питання необхідності створення довгострокової стратегії залучення інвестицій, закріпленої у державній економічній політиці. Проаналізовано основні причини низького рівня іноземних інвестицій у вітчизняну економіку. Запропоновано шляхи покращення інвестиційного клімату України на сучасному етапі з використанням повного комплексу державних та ринкових важелів.The subject of investment activity in Ukraine today is under consideration. International experience teaches us that the countries of the difficult economic situation are not able to develop without the involvement and the effective use of investment. At present, home source of investment resources in Ukraine is very limited because there is a growing need to attract foreign investment. This requires a radical improvement of the investment climate. Thus, the question of urgent importance is a long-term strategy to stimulate investment attraction. The concept of «investment climate» is considered, as well as the factors of an attractive investment environment are revealed in the article. The factors of investment risk, characterized by uncertainty about the level of profit being the prerequisite for investor decision-making are analyzed. Directions to improve the investment climate in Ukraine in modern conditions are suggested. Radical changes in the investment policy of the state should be secured by legal and regulatory framework, aimed at creating a stableand functioning of the economy. The issues of concerning the public debt, reducing inflation, improving the tax system restructuring of banking system are considered to be important. The problem of reducing corruption is a top-priority task. Particular attention should be paid to the protection of intellectual property, competition and facilitation in business organization. An important question remains significant expansion of information on investment activity for non-residents, systematization and regularly updated database of investment projects developed according to international approaches. To generate an attractive investment climate and attract domestic economy in the desired volume of investment resources is necessary for using all the complex levers, both state and market.
