Екологобезпечне функціонування ринку сільськогосподарських земель в Україні

Abstract

Наведено основні результати дослідження впровадження ринку землі в Україні, висвітлено його проблематику. Виокремлено й охарактеризовано головні етапи становлення ринку сільськогосподарських земель. Перелічено найголовніші аргументи організації ринку землі на основі оренди. Акцентовано на актуальності використання в Україні зарубіжного досвіду на ринку сільськогосподарських земель. Обґрунтовано необхідність прийняття пакета законодавчих і нормативно-правових актів з урахуванням екологобезпечного використання землі. The article presents the main results of investigation of the land market in Ukraine and its problems. The authorsingles outand characterizes thethreestages ofthe agricultural land market. The necessity of a moratorium on the sale of agricultural the present conditions in Ukraine. Basis arguments are considered in relation to organization of market the land on the basis of lease. The author emphasizes the necessity ofintroducingthe market mechanismin agriculturalproduction. The article attention is paid to the ecology aspects of development the land market. Theformationof a civilized land market – the process is very complex, gradual and lengthy in time. The evolutionary path of development land market implies several stages. In our view, can be distinguished three stages in the formation of agricultural land market in Ukraine. The prime reasons which determine of intensification of state regulation of the farm land market are analyzed. The necessity making use in Ukraine of experience of the western countries are substantiated. Attention is drawn to the relevance of use in Ukraine experience of Western countries on the market of agricultural land. With this purpose the state must implement a set of measures: it is necessaryto reduce the proportionof arable landand implementeconomic-ecological land usemechanism.In order to attain ecological optimization must withdraw from intensive land use, and also is necessary to develop regional programs to improve soil fertility and to provide control over their execution. Necessity pass the series of laws with taking into account ecology safe use the land are grounded.
