Трансформація державного адміністрування: публічне управління державою та суспільством на демократичних засадах

Abstract

Досліджено сутність і зміст понять «державне управління», «публічне адміністрування» та «публічне управління», запропоновано введення у систему управління державою і суспільством відносно нових понять «громадське управління», «муніципальне управління» та «інституційне управління». Встановлено взаємозв’язок цих понять, визначено, що у розвинутих країнах головним трендом змін є перехід від державно-владного врядування до публічного адміністрування і публічного управління, які мають будуватися на засадах демократії. The paper is concerned with clarifying the notion and implication of concepts the «management of the state», «public administration» and «public management», as well as elaborates upon bringing into the state and society management system of relatively new concepts such as «social management», «municipal management» and «institutional management». The relationship between the concepts herein has been established and it has been identified that the developed countries have marked a strong tendency towards changing over from the authoritycompliance state governance to public administration and public management, following the principles of democracy. The investigation of the notion and implication of concepts the «management of the state», «public administration» and «public management» has revealed that the state and society management system shall comprise the relatively new concepts such as «social management», «municipal management» and «institutional management». In particular, the municipal and institutional management are the core components of social management the instance of which marks bureaucratic and administrative style abatement and initiates movement towards democracy and other progressive changes in the country. The analysis of social and transformational alterations in the state and society management of the developed countries shows the latter have marked a strong tendency towards changing over from the authority-compliance state governance to public administration and public management, following the principles of democracy. It has been investigated that the named transition in Ukraine has started from the replacement of the administrative and command system for the kind of inexplicable phenomenon marked with the market characteristics. Regrettably, the system of government has unexpectedly been transformed into an oligarchic regime under the predominance of shadow economy and corruption that have only recently been more or less effectively struggled with. It has been emphasized that at present there is no single universal approach to the management of the state and society as a whole. However, the general principles of management such as the transition to the public management at all levels, decentralization of governance over the state and its regions, open tendering for positions, transparency of government policy making, absence of corruption as well as a professional public service are to progress and ensure the evolutionary and efficient development of our country.
