Напрями розширення інвестування людського капіталу

Abstract

Розкрито особливості індикативного управління інвестуванням розвитку людського капіталу у формі організаційно-економічних та інституційних заходів. Досліджено чинну законодавчу базу України, котра регулює розвиток і відтворення людського капіталу, та встановлено, що невиконання окремих положень призводить до зниження ефективності діяльності інституційної системи й гальмує формування системи людського капіталу інформаційного суспільства. Обґрунтовано необхідність формування інвестиційного сектора розвитку людського капіталу на основі розширення мережі інституційних інвесторів і джерел інвестування в людський капітал. Доведено, що запропоновані заходи доступу до освітніх послуг та формування інвестиційного сектора розвитку людського капіталу забезпечують перехід від витратної моделі його розвитку до інвестиційної. In article indicative management features of the human capital development investment in the form of organizationally economic on institutional actions are analyzed. It is investigated existing legislative base of Ukraine which regulates human capital development and recreation and it is established, what not all provisions are carried out that leads to institutional system activity efficiency decrease and slows down information society human capital system formation. Actions for citizens’ access growth to receiving the higher education, and also usage of regulatory tools, for the purpose of providing human capital investment recreation are offered. In a basis of human capital development approach investment to its formation, increase and recreation must be created. All this requires change of the existent system of human capital development and maintenance, it mean change of education and health care systems that should exist under competition market conditions. In the article it was grounded a necessity of formation of human capital development investment sector on the basis of institutional investors expansion and expansion of human capital investing sources. The offered measures of access to educational services and human capital development investment sector formation provide a transition from the expense model of his development to the investment. It is set that transformation of the institutional system of information society human capital development is possible exceptionally on the basis of existence legal and normative base, which helps to expanse human capital investment instruments on the basis of pension, accumulation and private insurance, educational bonds, bills of exchange and credits, sale of asset human capital, leasing, outsourcing, recruit of human capital, agreements on preparation of specialists from organizations. It is researched that investment instruments of human capital accumulation and recreation under conditions of information society must be state grants and nominal financial obligations, educational bills of exchange, bonds, credits, insurance policies, agreements on preparation of specialists from organizations, accumulation accounts, leasing, outsourcing, recruit of human capital, sale of asset «human capital». Investment instruments base expansion will provide the access of population to the financial means and its usage for development and increase of individual human capital. It is offered to work out the preferential taxation regulatory tools of the enterprises innovative activity that will promote information society reorganization and market infrastructure subjects involvement to human capital investment.
