Напрями вдосконалення регулювання сфери обміну знаннями в Україні з позиції економічної безпеки

Abstract

Розглянуто напрями вдосконалення регулювання сфери обміну знаннями, зокрема посилення співпраці між наукою, освітою та бізнесом, що сприяє укріпленню конкурентоспроможності національного виробництва продукції та послуг на міжнародному ринку. Висвітлено основне завдання інфраструктури сфери обміну знаннями – забезпечення її взаємозв’язку з ринком праці, ринком послуг і ринком наукомісткої продукції; наведено низку функцій. Проаналізовано тісний взаємозв’язок формування інфраструктури сфери обміну знаннями з інноваційною інфраструктурою держави, яка забезпечує впровадження та підтримку діяльності, спрямованої на застосування знань. Доведено необхідність ство- рення науково-освітніх та науково-інжинірингових центрів. In the article is highlighted the directions of improving regulation of knowledge sharing. One of the goals is to strengthen the cooperation between science, education and business will contribute to strengthening the competitiveness of the national production of goods and services in the international market. The main objective of infrastructure for knowledge sharing is to provide its relationship with the labor market, services market and the market of high technology products. Infrastructure for knowledge sharing has a number of features, most of which are given in the article. As infrastructure is an integral part of the economic system by choosing the path to the Knowledge Economy and Knowledge Society, it is necessary to create conditions for the formation of the infrastructure mechanisms. Building infrastructure of knowledge sharing closely linked with innovation infrastructure of the state, which provides implementation and support activities aimed at application of knowledge. For closer cooperation between scientific organizations of NAS of Ukraine and MES of Ukraine established regional research centers on a territorial basis. Some universities create their own scientific and educational centers in the regions. Scientific and educational centers usually have formal associations of institutions engaged in scientific and educational activity and function to achieve certain goals. Among the objectives of scientific and educational centers are usually the coordination of several institutions of the same or different branches of science to conduct joint scientific and technological activities, teaching students, graduate students, doctoral students; conducting training courses, and more. Scientific and Engineering Center in their composition brings together institutions of almost every sector of of knowledge sharing, scientific institution, educational institution, manufacturing company of innovation (often high technology) products, institution to provide intellectual services.
