Механізм стратегічного управління економічною безпекою держави в умовах індустрії 4.0

Abstract

У статті узагальнено теоретичні положення, обґрунтовано науково-методичний підхід і розроблено рекомендації щодо вдосконалення механізму стратегічного управління економічною безпекою держави в умовах Індустрії 4.0. Доведено, що механізм забезпечення економічної безпеки можна визначити як взаємопов’язану сукупність соціально-економічних відносин, принципів, методів, інструментів, засобів, технологій, форм, підходів до управління економічною безпекою у стабільному та стійкому безпековому просторі. Стратегічне управління економічною безпекою держави розглянуто як процес управління стратегічним плануванням і розробленою стратегією забезпечення економічної безпеки з урахуванням взаємозв'язку зовнішнього і внутрішнього середовища та адаптації до їхніх змін для досягнення захисту від впливу загроз і ризиків. Встановлено, що у сучасних умовах актуалізуються проблеми впровадження Індустрії 4.0 у всіх секторах економіки за рахунок реалізації нових цифрових бізнес-моделей. Слід наголосити, що Індустрія 4.0 сприяла зародженню таких нових технологій, як штучний інтелект і робототехніка, Інтернет речей, віртуальна та доповнена реальність, адитивні технології, блокчейн, FinTech, технології обліку та аудиту, біотехнології тощо. Побудовано структурно-логічну схему розроблення й реалізації механізму стратегічного управління економічною безпекою країни в умовах Індустрії 4.0. Механізм стратегічного управління є невід’ємною частиною системи економічної безпеки країни, що базується на певних принципах, функціях і завданнях; передбачає системне використання сукупності конкретних заходів реалізації поставлених завдань, які необхідно використовувати не розрізнено, а комплексно й оперативно. The article summarizes the theoretical provisions, substantiates the scientific and methodological approach, and develops recommendations for improving the mechanism of strategic management of the economic security of the state in the conditions of Industry 4.0. It is proved that the mechanism of ensuring economicsecurity can be defined as an interconnected set of socio-economic relations, principles, methods, tools, means, technologies, forms, approaches to managing economic security in a stable and stable security space. Strategic management of the economic security of the state is considered as a process of managing strategic planning and a developed strategy for ensuring economic security, taking into account the relationship between the external and internal environment and adaptation to their changes in order to achieve protection from the influence of threats and risks. It was established that in modern conditions, the problems of implementing Industry 4.0 in all sectors of the economy are actualized due to the implementation of new digital business models. It should be emphasized that Industry 4.0 contributed to the birth of such new technologies as artificial intelligence and robotics, the Internet of Things, virtual and augmented reality, additive technologies, blockchain, FinTech, accounting and auditing technologies, biotechnology, etc. A structural and logical scheme for the development and implementation of the mechanism of strategic management of the country's economic security in the conditions of Industry 4.0 has been built. The strategic management mechanism is an integral part of the country's economic security system, which is based on certain principles, functions and tasks; involves the systematic use of a set of specific measures for the implementation of the assigned tasks, which must be used not separately, but comprehensively and promptly. The priority tasks of state policy in the field of economic security based on a proactive approach include the following: analysis and actualization of challenges and threats defined in the Strategy of Economic Security of Ukraine for the period up to 2025; identification of new potential challenges and threats to Ukraine's economic security caused by the digital transformation of the economy and technological changes; identification of the main challenges and threats to the economic security of the state; providing proposals to ensure their consideration during the development of strategic and program documents by developing an appropriate mechanism; introduction of permanent monitoring of economic security status criteria and theircritical limits according to indicators; taking timely response measures; preparation of analytical reports and maps of risks to the economic security of Ukraine; development of practical recommendations for the future.
