Abstract

Публічний (громадський) порядок та безпеку неможливо забезпечити тільки силами держави в особі її уповноважених органів, без участі суспільства. Існуючий нині рівень взаємодії органів виконавчої влади з громадськими об’єднаннями у сфері охорони публічного порядку та безпеки не дозволяє ефективно та повно реалізувати свій потенціал. Проблема недостатньої взаємодії органів виконавчої влади та громадських об’єднань неодноразово порушувалася в офіційних документах. Незважаючи на дію Національної стратегії сприяння розвитку громадянського суспільства в Україні на період 2021–2026 років, проблема продовжує зберігати свою актуальність, попри впровадження та реалізацію нових форм взаємодії. Public (public) order and security cannot be ensured only by the forces of the state represented by its authorized bodies, without the participation of society. The current level of interaction between executive authorities and public associations in the field of public order and security does not allow them to effectively and fully realize their potential. The problem of insufficient interaction between executive authorities and public associations was repeatedly raised in official documents. Despite the effect of the National Strategy for Promoting the Development of Civil Society in Ukraine for the period 2021–2026, the problem continues to remain relevant, despite the introduction and implementation of new forms of interaction.
