Transformation of a regional IT cluster into a cross-border IT cluster as a direction of IT business development under the conditions of negative influence of external factors (Scopus)

Abstract

Розглянуто проблему трансформації регіонального ІТ-кластеру (Львівський ІТ кластер) в транскордонний ІТ-кластер в умовах негативного впливу зовнішніх чинників та досліджено стабільність функціонування об’єднаних структур з метою визначення рівня синергетичного ефекту. Для цього використовується апарат нелінійних диференціальних рівнянь, що дає можливість на абстрактному рівні аналізувати складні економічні ринкові відносини підприємств, що виникають при злитті. Значення інформаційного бізнесу, що лежить на перехресті інформації, бізнесу і технологій, постійно зростає – як на національному рівні, так, і в порівнянні конкурентоспроможності країн, на міжнародному рівні. Цей бізнес, за усіма напрямками, які будуть розглянуті у нашій роботі, став стратегічним напрямом для підвищення конкурентоспроможності, продуктивності, зайнятості в умовах війни в Україні. Зростання обсягів реалізації, орієнтація не лише на внутрішніх, а й на зовнішніх споживачів, збереження, а подекуди і створення нових робочих місць, стійкість до економічної кризи, спричиненої війною, робить галузі інформаційного бізнесу привабливою сферою інвестицій як на внутрішньому: приватному і державному, так і на зовнішньому ринку. Використана в даному дослідженні модель нелінійних диференціальних рівнянь здатна виділити синергічний ефект від об’єднання двох кластерів. Проте слід зазначити, що для конкретних ситуацій потрібне уточнення стійкості отриманої системи диференційних рівнянь. Адже в такому випадку траєкторії розвитку розбігаються, а отримані розв’язки нестійкі і можуть сильно відрізнятися при малих збуреннях системи. Враховуючи основний принцип синергії слід очікувати, що обмін із зовнішнім середовищем після об'єднання систем повинен давати відчутний результат зростання трудового потенціалу. The problem of the transformation of a regional IT cluster (Lviv IT cluster) into a cross-border IT cluster under the negative influence of external factors was considered, and the stability of the functioning of the combined structures was investigated to determine the level of synergistic effect. The apparatus of nonlinear differential equations is used for this purpose making it possible to analyze at an abstract level the complex economic market relations of enterprises that arise during a merger. The importance of information business, which lies at the intersection of information, business and technology, is constantly growing - both at the national level and, in comparison with the competitiveness of countries, at the international level. This business became a strategic direction for increasing competitiveness, productivity, employment in the conditions of war in Ukraine and its all directions will be considered in our work. The growth of sales volume, the focus not only on internal, but also on external consumers, preservation, and in some cases creation of new jobs, resistance to the economic crisis caused by the war make the information business industry an attractive area of investment both domestically: private and public, and on the foreign market. On the other hand, the field of knowledge regarding the economic role of information business and information entrepreneurship and their impact on the economy of a country bearing economic losses from armed aggression is quite limited. In Ukraine information entrepreneurship has reached a significant scale and occupies a special place in the multifunctional economy. The information business sector of Ukraine, by its essence, is a pool of industries that provide services in the field of informatization and telecommunication technologies; produce software and hardware tools, information products and databases that logically form a single whole and interact for the active formation and development of the information space and information technologies based on the knowledge and values of the information society. The used model of nonlinear differential equations enables to highlight the synergistic effect of combining two clusters. However, it should be noted that specific situations require clarification of the stability of the resulting system of differential equations. After all, in such a case, the development trajectories diverge, and the solutions obtained are unstable and may differ greatly in the event of small perturbations of the system. When considering the basic principle of synergy, it should be expected that the exchange with the external environment after the unification of the systems should give a tangible result of an increase in labor potential.
