До питання впливу тіньового сектора економіки на економічну безпеку держави

Abstract

Розглянуто основні причини виникнення «тіньової економіки» як явища. Проаналізовано загрози економічній безпеці держави, які зумовлені зростанням частки тіньового сектора в економіці України в умовах трансформаційного періоду. Окреслено пріоритетні шляхи зниження рівня тінізації економіки з метою забезпечення економічної безпеки держави. Обґрунтовано впровадження низки комплексних державних заходів детінізації: політичних, правових, організаційних, регулятивних.The essence of the phenomenon of «the shadow economy» as an actual factor of negative effect on the state economic security has been reviewed in this article. The main reasons of the emergence of the shadow economy of Ukraine in the conditions of the transformation period, which include the ineffective economic policy of the state (the corruption of government structures, the lack of trust of economic entities to the state); inefficient tax system; labour market problems; incompetent use of budget funds and low control over their use; imperfection of the judicial and law-enforcement system; insufficiently effective monetary system have been analyzed. The armed conflict in the East of Ukraine brought a significant imbalance in the political, economic and social spheres of the state, reinforcing the influence of these factors on the problem of legalization of the economy. The deconstruction of the Ukrainian economy is associated with its comprehensive reform. The key factor must be the formation of a regulatory environment that provides the highly efficient and profitable legal economy. Herewith, the sustainability of economic development should be exclusively ensured by means of mar ket regulation. First and foremost, this requires political will, which involves restoring confidence in the authorities on the part of the entrepreneurs and the population. The effectiveness of combating the shadow economy is directly dependent on the development and implementation of the state measures of deconstruction, which must be comprehensive and combine political, legal, organizational and regulatory measures: improving the financial and credit system, reforming the tax system, stopping the capital outflow abroad, reducing the extra-money circulation of the money supply. The proposed ways of legalizing the economy of the country will help strengthen the economic state, use shadow capital for the development of the national economy and increase the international authority of Ukraine.
